The Hubert H. Humphrey Fellowship Program is a non-degree program designed for young and mid-career professionals in leadership positions who have a commitment to public service and the potential for professional advancement. The program has academic and professional components. Humphrey fellows pursue tailored study programs at participating host institutions as well as having professional enrichment activities including professional visits, conferences, training programs and a minimum 6-week long professional affiliation (work attachment).

This Fellowship Program will start in August 2021 and continue for one academic year. Before the program start date, participants may be required to attend an intensive 16-week long pre-academic program to improve their English language skills before transitioning to their academic-year Humphrey campuses.
 
The Humphrey Fellowship Program Grantees will be provided a round-trip plane ticket in addition to health insurance and financial support which will cover their educational and living expenses in the U.S.A.
 
Grants do not require mandatory service, but after completion of the Program in the United States, grantees are required to return to Turkey pursuant to the U.S.A. J-1 visa rule.
 
  • Turkish Republic citizenship is required. U.S. citizens or Green Card holders cannot apply.
  • University degree or graduation from a 4-year college is required.
  • Applicants must not be older than 45 years old at the time of application deadline.
  • Applicants should be proficient in both written and spoken English and should be able to have a minimum TOEFL Score of 71 (iBT), although exceptionally promising candidates with low scores (minimum 42 iBT) may be nominated for the fellowship on the condition that they take the Long-Term English Training before the program starts. (It is not required to submit language test scores at the time of application.)
  • Applicants should be young and mid-career professionals currently working at a governmental institution or a private sector or an NGO as administrators, specialists or planners who have a commitment to public service.
  • Applicants should be interested in the policy aspect of their field of specialization and have policy responsibility within their institution, city, region or nation. Related work should be described in detail on the application form.
  • Applicants should have a minimum of five years full-time professional experience in the relevant field prior to August 2021.
  • Applicants should not have lived in the U.S.A. for more than six months in the last five years prior to August 2021.
  • Applicants should not have attended a graduate school in the U.S.A. for one academic year or more during the last seven years prior to August 2021.
  • University teachers and academic researchers who have management responsibilities can apply (see the whole list of program fields in the "Overview" section).
  • University teachers and academic researchers with no management responsibilities can only apply in the fields of “Substance Abuse Education, Prevention, and Treatment” and “Teaching of English as a Foreign Language”.
  • Teachers who are not working at the post-secondary level cannot apply.
  • A candidate who has never had a significant professional stay abroad is encouraged to apply.
  • Applications of women are encouraged.
Application Deadline: For the 2021-2022 academic year Hubert H. Humphrey Program, applicants are required to prepare an “Application Package” and mail or deliver it to the Commission’s Ankara Head Office.
 
Hand-delivered Packages: The Application Package must be delivered by 17:00 on Tuesday, July 14, 2020 at the latest to our Commission’s Ankara Head Office.
 
Mail-delivered Packages: The Application Package must be shipped on Tuesday, July 14, 2020 and received by our Commission’s Ankara Head Office on Friday, July 17, 2020, at the latest. We recommend you to use a private carrier to ship your application package. Application packages that are received after July 17, 2020 will not be evaluated.
 
All the necessary documents must be sent altogether in your application package. Subsequently sent documents to be included in your application package will not be accepted.
 
Documents that must be included in the application package are listed below:
 
1. Application Form: The application form for the Humphrey Fellowship Program is completed using the online Slate application system. This online system can be reached via the “Apply” button at the top of this page. Applicants are required to click on “Create an Account” and register by using an e-mail address and setting a password. Applicants may then log into their account and update information at different times.

After submitting this application using the online system, a printout of the application must be delivered to the Turkish Fulbright Commission, Ankara Head Office with the additional documents listed below. Only then your application will be completed.
 
2. Diploma and Transcript: A certified copy of your university diploma/student certificate and a certified transcript document, in Turkish or in English, showing courses, grades, and GPAs acquired for all degrees are required. 
 
3. Reference Letters: Applicants should provide at least two reference letters. These letters can be presented in two ways:
 
Electronic Reference Letter: Those who are asked to write an applicant a reference letter can send the letter electronically by filling in the reference letter form online via the Slate application system. If the reference provider’s e-mail address is registered into the system when the initial application form is completed, an Electronic Reference Letter form will be automatically sent to the indicated individual’s email.
Hand-delivered Reference Letter: The applicant may obtain the reference letter personally and send it with the rest of the application documents. Please download the reference letter form and utilize this format for the letter. Reference letters must be sealed and signed across the envelope’s seal by the individual who has written the reference.
Any other format besides the designated format cannot be used for the Humphrey Fellowship Program application. Reference letters that are sent via e-mail or faxed are not accepted. Applications missing reference letters will not be evaluated. Reference letters must be written in English.
 
4. Work Experience: Applicants must obtain a letter from their affiliated work institutions stating that he/she will possess at least 5 years of experience in the related field by the program start date. This letter must state that the applicant has not lived in the U.S.A. for more than six months in the last five years prior to August 2021. If an individual has worked at different institutions in the past 5 years, they must list their work experiences, the names of their supervisors and contact information in a petition, along with the letter from their current institution.
 
5. Permission of Leave: Applicants must obtain a letter from their affiliated work institution stating that he/she has the permit to take a leave for the duration of the Humphrey Program in the U.S.A.
 
6. National Identity Card: Photocopy of the national identity card (front and back) is required. The photocopy does not need to be certified.
 
7. Photograph: One current photograph with the applicant’s name written on the back of the photograph must be provided.
 
8. English Language Test Score: If the applicant has taken the TOEFL or IELTS, he/she is encouraged to provide a photocopy of the result. It is not necessary to send certified or official copies at the time of application. The results of other tests for English proficiency can also be submitted at the time of application.
After being selected for the Program, selected candidates will be asked to provide a medical form in addition to the documents listed above.
 
IMPORTANT: Documents delivered to the Turkish Fulbright Commission for application will not be returned under any circumstance.

  • Eligible applicants will be invited to the Turkish Fulbright Commission, Ankara Head Office for interviews. Travel expenses of the applicants to and from Ankara will not be reimbursed.
  • Selected nominees who do not have a TOEFL score will be required to take the TOEFL iBT test. The exam fee will be covered by our Commission.
  • Selected grantees will be informed about the Program’s processes at a later meeting which will be held in Ankara.
1. How long is the program?
This Program is for one academic year.
 
2. Where do I stay during the program?
Grantees are responsible for arranging their own accommodation. Officials at host institutions are able to provide grantees with more information about available accommodations in their region.
 
3. Do grantees find internship placements through their university affiliations?
No. Grantees arrange the internship through their own means after they arrive in the U.S.A.
 
4. Can my spouse and children (dependents) accompany me during the Humphrey Program?
Yes, but after your university placement is announced, it is necessary to discuss this topic with program officials. Dependents are not permitted to accompany fellows to English language training under any circumstances. Fellows who wish to have family members join them during all or part of their fellowship year must receive prior approval following a technical review of evidence that they have adequate personal funds to cover living expenses and dependents’ health insurance and child care. All expenses for dependents must be covered by the grantee.
