Can international students benefit from 50 percent water bill discount in Ankara?

Ankara municipality has announced that students will take 50 percent discount on their water bills in Ankara, how about International Students? We heard that ASKI Ankara Büyükşehir Belediyesi didn't accept international students request. Did you ask for discount? What was the reply?
