Duties
Basic Function of Position:
The position is responsible for numerous critical Human Resource (HR) functions including: processing and managing the security clearance (eQIP) process for Eligible Family Member (EFM) hires, managing Expanded Professional Associates Program (EPAP) hires with Bureau contacts, processing U.S. Direct Hire (USDH) EFM performance reports (EERs/EPRs), initiating member of household (MOH) Cohabitation and Intent to Marry request packages, drafting HR-related cables, supporting the Department of State (DoS) bid cycle process for the Mission, as well as training customers on the Electronic Recruitment Application (ERA) and approving ERA vacancy announcements. Incumbent manages the HR Rover/Admin Assistants and Admin Clerk/Escorts and supports EFM employment efforts. Incumbent also backs up HR functions when HROs are absent.
Qualifications and Evaluations
Requirements:
EXPERIENCE: At least 2 years of progressively responsible experience in the field of Human Resources administration, management, business, and administration or closely related field with strong customer service skills is required.
JOB KNOWLEDGE: Must have good working knowledge of 3 FAM, 2 FAM, 6 FAM and Standardized Regulations. In-depth knowledge of various Embassy Sections and Agencies functions and general office procedures. Knowledge of employee relation programs rules and regulations and other agencies; DoS employment practices as they apply to recruitment, retirement, and other HR management issues; all post policies, and legal employment procedures in the country for outside EFM employment. Thorough knowledge of performance and evaluation for direct hire officers and EFM/EPAP evaluation requirements is required. A thorough knowledge of HR policies and practices especially on Eligible Family Member employment process, including compensation and security clearances procedures. Understanding the USDH Bidding process, how to recruit EFM staff, conduct interviews and administering language tests. Thorough knowledge of GEMS, HR Online, e-QIP, eServices, OPS, and FS Bid is required. General knowledge of LE Staff employment policies and procedures is required.
Education Requirements:

Evaluations:
LANGUAGE: Must be fluent able to read, speak, comprehend, and write
English at the Level IV (Fluent) level proficiency. Ability to edit and correct awards nominations and citations, management notices, handbooks, etc.
This may be tested.
SKILLS AND ABILITIES: Must demonstrate keen interpersonal skills to inspire confidence in employees and permit the maintenance of effective working relationship with all staff. The incumbent must possess excellent customer service skills and sensitivity to others' needs, initiative, timeliness, organizational skills, interpersonal skills and the ability to work in a fast-paced, client servicing work environment. Tact and discretion are required to deal with customers. Incumbent must have the organizational skills to set priorities in the face of several tasks and constant interruptions. Incumbent must be familiar with entire check in/check out process. Good counseling skills and confidentiality are required. Must have the ability to research, interpret laws & regulations. Ability to use computers is required as well as knowledge of using SharePoint and Microsoft products. Must possess tact and the ability to deal effectively with all ranks of American and local employees and outside contacts for the Human Resources Office in order to provide excellent customer service. Should have excellent communication and presentation skills and the ability to handle multi-tasks at a time. Sensitivity and discretion handling personnel issues. Requires excellent written and verbal communication skills with internal and external contacts. Excellent knowledge of Microsoft office programs and ability to use OPS, ERA, GTM Online, e-QlP, FS Bid, E2, SharePoint, Contact Database, and other computer programs required for the position. Should have analytical mind as well as planning, problem-solving, and critical thinking skills. Must be flexible, resourceful, self-motivated and customer-service oriented. Must be available to work on evenings, weekends, early mornings, U.S. and Turkish holidays, as needed.
