Summary:
The work schedule for this position is:

  • Full Time (40 hours per week)

Start date: Candidate must be able to begin working within a reasonable period of time (4-6 weeks) of receipt of agency authorization and/or clearances/certifications or their candidacy may end.

Duties
Basic Function of Position:

Conducts research, analyzes data and follows economic issues relevant to the U.S. government and U.S. foreign policy. Supports development and implementation of Mission strategies and goals in support of Integrated Country Strategy Goal 2 on enhancing the strategic economic relationship between the United States and Turkey. In particular, this position supports Mission Objectives related to increasing U.S. exports to Turkey and overall bilateral trade, resolving challenges related to the digital economy and Turkey's information and communications technology (ICT) sector, and tracks foreign direct investment in Turkey, with a particular focus on Chinese investment. Develops contacts, and assists economic officers in developing public and private-sector contacts in key policy areas at both the senior and working level. Advises American officers, Front Office and other U.S. government agencies in the following areas: digital economy, ICT, science, environment, economic reform, foreign investment, China, and the business climate. Drafts reports on these topics to inform Washington policymakers. Supports official visitor, and organizes visits for economic officers and delegations coming to Turkey. 
 
Qualifications and Evaluations
Requirements:
EXPERIENCE:  Minimum of five years of progressive experience in economic/social sciences research/analysis and/or economic policy oriented experience with a government agency, international finance institution, non-governmental organization or private company.
JOB KNOWLEDGE:  Strong general knowledge of the following is essential: Turkey's economic/commercial structure and government policy/institutions; economics; economic and social statistics and their interpretation; public and private entities in Turkey's business community. 
Knowledge of the following is required: Turkey's digital economy, including the major companies operating in the information and communications technology sector; Turkey's legal system.
Education Requirements:

  • A Master's Degree in Business, Economics, Computer Science, Engineering, International Relations or equivalent is required.

Evaluations:
LANGUAGE:  Level IV (Fluent) in English and level IV (Fluent) in Turkish is required, including command of economic and digital economy terminology and ability to provide consecutive interpretation. This may be tested.
SKILLS AND ABILITIES: Experience with Microsoft Office suite, including Excel spreadsheet program. Ability to conduct internet research, especially on Government of Turkey websites. Work independently to develop and maintain an extensive range of senior contacts. Analyze, communicate, and report economic developments with objectivity. Provide advice to officers, and as requested from the Executive Office and senior Washington visitors. Must be able to work on evenings, weekends, early mornings, and U.S. and Turkish holidays, if needed. Must be available for travel.

Agency Benefits:
Locally Employed Staff, including Members of Household (MOHs), and Third-Country Nationals (TCNs), working at the U.S. Mission in Ankara, Turkey may receive a compensation package that may include health, separation, and other benefits.
For EFMs, benefits should be discussed with the Human Resources Office.
The pay plan is assigned at the time of the conditional offer letter by the HR Office.
