Description of task
The UN Volunteer will be working with the Data and Analytics Team under the direct supervision of the Knowledge Management Specialist. The UN Volunteer will undertake the following tasks:
Database Management:
Manage the cross-cutting database that will house the incoming RapidPro and ONA based data, as well as select government data from government information systems, while staying in-line with Indonesia’s data privacy laws. In addition, support the updating and improvement efforts of the Knowledge Management database for UNICEF as well as BAPPENAS, with the most recent and relevant published national survey data.
Dashboard Development:
Build and refine integrated web-based dashboards, with links to the RapidPro and ONA database, to facilitate real-time data visualization (using interactive maps, graphs, and tables) for the various RapidPro and ONA based programs. Support and provide technical guidance on the development, hand-over, and maintenance of the Health and Development Planning Dashboard and the SDGs Dashboard for BAPPENAS.
Monitoring Platform Development:
Support the planning and development of SMS flows within RapidPro, data collection tools using ONA, under the guidance of the Technology-for-Development (T4D) officer, including but not limited to the Reaching Every Community program, ePosyandu, the immunization campaigns, the Malaria bed nets campaign, the HIV fast-track program, and the school health program. Support the development and maintenance of real-time program monitoring dashboards, as needed.
Exploring the use of Big Data
Support UNICEF and partner, i.e. PulseLab, in generating alternatives data source using big data to improve results for children, particularly in the area of child poverty and urban study.
Provide Technical Support to Government of Indonesia:
Support to link the RapidPro and ONA dashboard platform to the relevant Information Systems of the Government of Indonesia. Provide technical support to government partners, including assist trainings, to facilitate smooth handover of UNICEF’s digital platforms to the government (i.e. BAPPENAS, BPS and MoH), as a means of promoting program sustainability.
General Program Support:
Provide general support to the Social Policy cluster and colleagues in other clusters, with data collection, archiving, analysis, and visualization (i.e. maps, tables, and charts for reports).
Qualifications/Requirements
Required degree level: Master degree or equivalent
Education - Additional Comments:
Advanced degree in information technology, computer science, computer engineering, informatics engineering, data science or other related technical disciplines.
Required experience: 36 Months
Experience remark:
- A minimum of 3 years of relevant professional work experience.
- Excellent data analysis and interpretation skills.
- Experience in Open Source, mobile (including SMS messaging platforms, interactive chatbot design) and emerging technology is a requirement.
- Relevant professional work experience in full-stacked (front and back-end web development) is desirable.
- Experience in managing project related to knowledge management, data and innovation is desirable.
- Experience in dealing with big data is an asset.
- Experience in working in a developing country is an asset.
- Exposure to UNICEF programmatic areas including health, communication, child protection and education is an advantage.

Selection process
Only shortlisted candidates will be contacted. The selection will be done by the UN Host Entity at the level of the country of assignment. Interviews will be conducted by the UN Host Entity between 15 June and 10 July.
Pre-departure training in Finland
The selected candidate will be invited to attend a training on Finland’s development policy and cooperation prior to deployment. The training will take place in Helsinki from 2 to 4 September.
