The International Organization for Migration is seeking qualified Turkish Nationals and nonTurkish nationals holding a valid residence permit for the following position based in Gaziantep, Turkey.

Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely
with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and
orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


General Functions:
The Syria crisis is in its sixth year and millions of Syrians continue to seek refuge in neighboring countries
including Turkey. It is estimated that over 12.2 million individuals inside Syria now require humanitarian
assistance and 7.6 million are internally displaced (SRP 2015-2016). Over 4 million Syrians have fled as
refugees (UNHCR).
As of 2017, Turkey is hosting over 3.1 million Syrian refugees in both camp and non-camp settings, with the
majority residing in South East Turkey and the surrounding areas. Of those living outside of camps, the
majority reside in the border provinces, Sanliurfa, Hatay, Gaziantep as well as the bigger cities of Istanbul,
Mersin, and Adana.
In October 2014, the Government of Turkey adapted the Temporary Protection (TP) Regulation that extends
protection and assistance to all Syrians in Turkey and provides refugees with rights and duties and the
framework to access health care, education, and social assistance.
IOM's strategy for Turkey as indicated in the 3RP (Regional Refugee and Resilience Plan) is three-pronged;
firstly, i) provision of humanitarian assistance focusing on the distribution of food, non-food items, cash
vouchers, winterization and provision of transportation, ii) to ease the burden on national and local
structures through the establishment of multi-service community centers offering protection and social
stabilization for the refugees as well as increase access to education and iii) supporting the resilience of
refugees and host communities through livelihoods, community stabilisation and income generating
activities.
Under the overall supervision of the Senior Programme Coordinator and direct supervision of the Protection
and Resilience Officer in Gaziantep, the incumbent will be responsible in managing IOM’s community
based protection outreach teams and to support to community centres.

Major Duties and Responsibilities:
1. Lead the overall management of the mobile outreach teams, including administrative,
coordination, with support from the Emergency Coordinator and Protection Officer when
required.
2. Provide strategic and program level direction, in coordination with the Protection Officer, to the
mobile outreach teams in the development of work-plans and project materials to be used for
family support sessions, counseling services, recreational and rights based activities for children,
community mobilization, awareness sessions and informal education activities.
3. Contribute to the development of guidelines for IOM’s community based protection and
psychosocial support activities and ensure that activities conducted are in line with these as well
as with any standards set in the Protection Working Group, IOM’s internal Protection Policy, and
IOM’s MHPSS Guidance Note.
4. Establish strong relationships and ongoing exchange of information with provincial and national
Ministries and with NGOs and UN counterparts.
5. Provide technical guidance on the activities of the mobile outreach teams. Amend activities,
expand or re-direct teams to new areas as required based on needs in coordination with the
Protection Officer.
6. Actively contribute to timely and quality preparation and submission of project documents,
agreements, and project reports on activities.
7. Contribute to the preparation of regular updates, programme summaries, and other relevant
information materials and statistics, according to the specific project needs.
8. Represent IOM as the co-lead in Mental Health and Psychosocial Support Sub-Working Group
meetings, as well as participate in other related working groups (Protection, CP, SGBV, Health).
9. Organize trainings for the mobile outreach teams and explore opportunities for them to enhance
their skills.
10. Establish a monitoring and evaluation system, including field visits to monitor project activities
and identify shortfalls in delivery of PSS activities.
11. Lead implementation, in coordination with the Protection Officer, of social cohesion activities
targeting host and refugee communities in outreach activities locations.
12. Perform such other duties as may be assigned

Required Qualifications:
Education:

 Master’s degree in Political or Social Sciences or International Studies or a related field from an
accredited academic institution; or
 University degree in the above fields with two years of relevant professional experience.
Experience:
 Proven experience in managing multiple teams and coordinating between sub-office and field
level teams;
 Proven experience in community based protection activities, community mobilization and
outreach, as well as psychosocial support activities in emergencies or protection related
activities;
 Experience working with local and provincial government counterparts, UN agencies and/or
non-governmental organizations;
 Ability to operate MS office such as Microsoft Word, Excel and Access.
 Prior experience working in the region an asset.
Languages:
 Fluency in Turkish and English is required.
 Working knowledge of Arabic is advantageous.
